The Guardians Project was begun as an alternative to the heavy-handed (and initially popular, but ultimately discredited) SWAT response to the appearance of superhumans.
The Guardians Project divides known superhumans into three categories:
- Guardians – Superhumans who have joined the Guardians and operate under the organization’s authority.
- Potentials – Individuals suspected of or known to possess superhuman abilities, but who have neither committed any crimes employing their abilities, nor engaged in vigilantism, which is defined as acting to stop a crime in progress or apprehend a lawbreaker after the fact and employing their superpowers to accomplish the task.
- Criminals – Individuals who have employed their superpowers to commit a crime (which includes vigilantism performed other than as a member of the Guardians).
